We are looking for an experienced Programme Manager to take a lead role in managing a change programme and the implementation of our “People & Places” Programme.

Birmingham is the UK’s second city with the youngest urban population in Europe and one of the most lively and diverse regions. The Church of England, Birmingham, covers an area of nearly 300 square miles and includes parishes in the West Midlands including Birmingham and parts of Solihull, Sandwell, Warwickshire and Worcestershire.

Right at the heart of what we do there are over 180 Church of England places of worship with an average weekly attendance of 17,000 from a population of 1.5 million. These churches represent a wide scope of Church traditions with different contexts (rural, suburban, market town, outer estate and inner urban) and a breadth of ethnicity. Increasingly our city is described as ‘super-diverse.’

Since 2009 Transforming Church has informed our strategy for mission, with our widely established seven areas of transformation and ten transforming church goals. Our Growing Younger initiative which flowed out from this has been reaching and impacting many new children and families over the last couple of years. Following a broad review of our vision, in 2017 we started a new phase of Transforming Church, called ‘Shaping the Future’ to extend and underpin the work we are already doing with new resources. It focusses on building capacity, sustaining momentum, increasing growth, and embedding our commitment to mission and transformation within the culture of our church at a deeper level, releasing the gifts of many more people, lay and ordained.

Principally, ‘Shaping the Future’ is concerned with a programme of church planting, fresh expressions, church revitalisations and more Growing Younger initiatives, alongside the creation of a new Mission Learning and Development Team to help underpin this with expert training and support.

As this vision continues, our attention has turned to the long-term viability and sustainability of our parishes and their mission and ministry. Work is underway on a broad review of:

  • the current stipendiary deployment plan (based on population and congregation)
  • parish common fund contributions
  • parish finances from parish finance returns data and
  • an emerging buildings strategy

This is being called PEOPLE & PLACES (P&P).

We are trying to resolve the conundrum that the Church of England expects our congregations in Birmingham diocese (with a usual Sunday attendance in 2016 of 2,100 children and 10,750 adults, of whom around 7,500 are regular givers) to provide the majority of the funding for ministry and mission to our growing population of over 1.5 million.

In the past, ministry and mission was funded largely by the historic endowments of the National Church. Those endowments are now used for specific growth initiatives, to support poorer areas and to support clergy in retirement. We need to move to a mixed economy of pioneers/plants and fresh expressions of church in a new missionary movement alongside the treasured inherited church, as envisaged by Shaping the Future. This means we need to recast the inherited church, and the financial situation demands action now.

In Birmingham, because of our lack of historic endowment, we are at the bridgehead of the changes required nationally in the church and seek to respond in imaginative ways which will ultimately grow the church and enable it to flourish in the future but with fewer financial resources. This will involve identifying and training around 70 or so oversight ministers, alongside local and context-specific ministers, reorganising how ministry is done in many of our parishes. Finding the right way to go about this is at the heart of People & Places.

Programme Management

  • Building on the plans produced for the funding application, create and review detailed programme plans
  • Embed a reporting framework across P&P, including RAG assessment, to enable tracking of progress
  • Report regularly to senior leadership on progress, highlighting areas for concern and areas for celebration
  • Co-ordinate and report on individual projects within the overall programme and manage their interdependencies
  • Identify and manage risks and issues that arise, working with senior leadership to initiate corrective action as appropriate

Stakeholder Management

  • Ensure regular communication with all stakeholders, including mechanisms for feedback
  • In conjunction with the Diocesan Communications Team, develop a communications plan for P&P to ensure it is embedded across the diocese. This will include producing tailored communications material, developing ongoing campaigns and online and offline events
  • Respond to queries.

Resource Management

  • In conjunction with the Director of Finance, undertake regular reviews of financial planning for the projects, agree reporting on P&P project financials, and provide programme guidance for budgeting cycles

Culture Change

  • Working with the Programme Lead, ensure that P&P delivers the required Diocesan-wide culture change in order to embed the new framework for Oversight Ministry and teamworking at all levels.

Whilst not necessarily an Anglican, you will be a practicing Christian* who shares our passion for Transforming Church and enabling spiritual and numerical growth in the church. As a skilled programme manager, you will be able to bring a proven track record of delivering strategic change initiatives, ideally from a range of contexts.

You will combine strong project management, organisational and analytical skills with a flair for engaging people and generating momentum. You will have the wisdom to tailor your application of different approaches to a church environment which is decentralised and features low control; “what will work best here?” is the key question.

Key Qualities

You will have:

  • A desire to serve the Church across the Church of England Birmingham with a passion for enabling spiritual and numerical growth in the church and encouraging a mixed economy of fresh expressions of church, church plants and revitalisations alongside our much-valued inherited churches
  • An understanding of the organisational structure, breadth and dynamics of the Church of England and an appreciation of how parishes understand their place, ministry and mission activity and resources within the church
  • Excellent project management skills; able to produce plans and deliver results without losing sight of strategic context
  • Strong written and verbal communication skills, including the ability to tailor words and pictures to different audiences, and present credibly to senior leadership teams
  • Strong analytical skills, including the ability to provide insightful data and statistics
  • Strong organisational skills developed in programme management roles, ideally in a mixture of environments.
  • Skills as a perceptive listener and discerner
  • A proven track record of delivering and understanding strategic change initiatives with evident gifts in both analysis and empathy required of all people-centred change processes
  • Proven experience in successfully leading large-scale engagement programmes and campaigns featuring a diverse range of stakeholders
  • The ability to think strategically and act pragmatically
  • The ability to work ‘hands on’ at a high level, without a team to delegate to
  • The wisdom to tailor approaches to the context
  • A flair for engaging, enabling and mobilising; for making things happen and generating momentum
  • Evidence of ability to take on wider responsibilities to contribute to the success of an organisation
  • A valid driving licence and access to a vehicle.

* This post is subject to an occupational requirement that the holder be a practicing Christian under Part 1 of schedule 9 to the Equality Act 2010 because of its representational role within the Diocese.

  • The Programme Manager will report to the Archdeacon of Aston, who is the Programme Lead for P&P
  • This is a full-time post funded for a fixed-term of 3 years, with the possibility of an extension for a further two years
  • Salary of £45,000 plus membership of the Church Worker’s Pension Scheme with 12% employer contribution (or equivalent remuneration package for clergy of stipend at residentiary canon level, plus housing allowance and contribution to the Clergy Pension Scheme)
  • 25 days holiday per year plus Bank Holidays plus 3 additional Diocesan Discretionary Days
  • The employer is the BDBF (Birmingham Diocesan Board of Finance)
