Birmingham is the UK’s second city with the youngest urban population in one of the most lively and diverse regions. The Church of England Birmingham diocese, founded in 1905, is one of 41 dioceses in England. It covers an area of nearly 300 square miles, and includes parishes in the West Midlands including Birmingham and parts of Solihull, Sandwell, Warwickshire and Worcestershire.

Right at the heart of what we do there are over 187 Church of England places of worship with an average weekly attendance of 17,000 from a population of 1.5 million. In these churches are clergy and church-goers representing a wide scope of Church tradition and breadth of ethnicity.

BACKGROUND TO THE POST

An exciting opportunity has arisen for an experienced HR practitioner to join the people team at The Church of England – Birmingham. Based in Birmingham City Centre, we support the parishes and worshipping communities of the diocese as well as providing the central HR function of the employer, the Diocesan Board of Finance (DBF).

As an experienced HR practitioner you will be responsible for ensuring that all transactional HR functions run smoothly, acting as the first point of call for support to managers and colleagues within the DBF and for churches/related organisations on people related queries. You will be responsible for the timely and accurate, delivery and improvement of all recruitment and HR processes for DBF staff with an employee base of circa. 90 employees.

You will work closely with the Head of HR supporting their strategic capacity, assisting in reviewing and developing HR policies and procedures and supporting transactional HR and specific projects for the DBF; and provide guidance and support to parishes who employ or are considering employing lay staff - to release clergy and other leaders to focus on delivering their mission, ministry and pastoral calling. You will also work alongside the HR Support Officer who supports the appointment processes for those in ministerial posts as well as the related transactions for ministerial office-holders, the discernment process for those going through the selection process for the ordained ministry as well as assisting with day-to-day HR processes for the DBF.

MAIN RESPONSIBILITIES

Parish HR Support

  • Be the main point of contact for all parish HR queries
  • Provide and update templates of contracts, policies, procedures and other HR documents for parishes to adapt and adopt along with relevant guidance for such use
  • Proactively provide parishes with guidance on all aspects of HR through contacting church leaders and offering training and guidance on employing staff
  • Reactively support parishes when people issues arise
  • Collaborate with bookkeeper / property roles as part of our parish support service.

DBF HR

  • Be a key point of contact for HR queries relating to DBF employees
  • Manage the HR employee lifecycle for DBF employees
  • Arrange recruitment activity from advertising posts, through to interview, offer and induction, including administrative and practical arrangements
  • Provide line managers with advice and guidance on all aspects of HR
  • Ensure that all employees have the necessary resources to undertake their roles effectively
  • Ensure the Health, Safety and Wellbeing of employees, working with other departments as necessary.
  • Work with the Head of HR in formulating and implementing people strategy
  • Collaborate with the HR Support Officer in their delivery of support to the Bishop and Archdeacons with office-holder appointments and the DDO in overseeing the discernment process for those with a calling to the ordained ministry.

THE IDEAL CANDIDATE

  • Experience of working in an HR generalist role with good working knowledge of employment legislation, its application in the workplace and guiding managers through process
  • Resilience and being comfortable with challenging the status quo
  • Great communications skills (written and oral) and a confident presenter
  • Able to quickly build good working relationships and establish trust
  • An eye for detail and great solution-finding skills
  • A “can-do” attitude
  • Proven track record of delivering excellent customer service
  • Flexible and adaptable – able to manage many different projects simultaneously
  • A CIPD HR or equivalent qualification and relevant membership with a commitment to ongoing CPD
  • The ability to travel across the diocese
  • An understanding of, and an appreciation for the Christian ethos and values
  • An understanding of church life and parish structures would be desirable

TERMS AND CONDITIONS

  • Full-time 35 hours per week for fixed-term of 4 years (subject to funding)
  • Salary £28,500
  • Pension 12% employer contribution into the Church Workers Pension Fund
  • Holidays 25 days per annum, plus 8 Bank Holidays, plus 3 discretionary days
  • The employer is the Birmingham Diocesan Board of Finance (BDBF)
  • Reports to the Head of HR
