We are looking for a skilled individual to join our team in the Investment Division. We manage a property portfolio worth about 2.4 billion that includes commercial, rural and residential property, strategic land, forestry and Indirect Investments.

Our role in the Strategic Land Investment Team is to promote the Church Commissioners' land holdings which have development potential, with the general objective of securing outline planning permissions before disposing of the land at best value. This is broadly split into three portfolios.

This role will assist the Strategic Land Team with the management of the portfolios, including the Strategic Land Portfolio and lead the promotion of a number of the development opportunities within the Rural Portfolio.

You will work with key agents,planning consultants and technical and legal advisers to promote potential schemes, assisting with all aspects of promotion from project inception to achieving consent and subsequent site sale.

You will also assist colleagues with providing technical advice to senior management and trustees on planning and development policy and strategy and the provision of planning support to the property asset management teams and the Commissioners' other departments.

We see this role being made up of 5 parts:

Site Identification and Promotion

  • Assisting the Strategic Land Investment team In the management and promotion of development sites within the Strategic Land Portfolio, and working collaboratively with the Rural Asset Management team
  • Providing support with the ongoing identification and appraisal of potential development opportunities from the Rural Portfolio and wider real estate portfolio to drive asset value


  • Assisting colleagues with the negotiation of Section 106 agreements, including involvement in the development and implementation of appropriate negotiation strategies
  • Providing support to the Strategic Land team in the progression of other development agreements

Disposals and Acquisitions

  • Raising awareness of the Church Commissioners' strategy to acquire strategic land and establishing long-lasting relationships with agents and land owners
  • Taking a proactive approach and working with colleagues, agents and land owners in sourcing and acquiring additional strategic land to re-seed the portfolio for the long-term


  • Assisting the monitoring of agents' reporting processes
  • Preparing oral and written reports for internal and external use, including updating the Strategic Land team's database on the Portfolio


  • Represent and be a good ambassador for the Strategic Land Investment Team, the Investment Division and the Church Commissioners
  • Promote a clear understanding both internally and externally of the Church Commissioners' policies, strategy and reputation



  • Graduate and Member of the Royal Town Planning Institute and/or Royal Institution of Chartered Surveyors, with a minimum of I years' post qualification experience in planning, preferably with some development consultancy experience
  • Professional knowledge of the UK planning system at national and local levels


  • An outgoing, personable and commercial approach to town planning and development process
  • Excellent IT skills

  • Self-motivated, commercially astute and able to demonstrate initiative, drive and enthusiasm
  • Discretion and integrity in attitude and approach, and a sound ambassador for the Church Commissioners


  • This role will sometimes require the post holder to work outside standard office hours in order to undertake site visits, external meetings, public consultation events and Council meetings which may include overnight visits



  • Direct experience of preparing financial viability appraisals and reports
  • An understanding of the process of land acquisition and disposal
  • Direct experience of managing external professional advisers
