The Pastoral and Closed Churches Department exercises the Church Commissioners’ statutory functions regarding parish reorganisation and settling the future of closed church buildings (working closely with various partners to try to find suitable alternative uses). It also services the Committee responsible for overseeing this work.

This is an interesting and varied opportunity for a Resource and Policy Support Officer who will provide key operational support to the Pastoral and Closed Churches department.

Your role will include maintaining and developing Departmental web pages and statistical databases, helping to ensure effective systems are in place, and providing support, policy development and delivery of departmental projects.

To be successful you will need excellent IT skills, a well-organised and methodical approach and the ability to research, analyse, interpret and summarise detailed information. With the ability to relate to people at all levels, you will bring accuracy and precision to the role as well as the flexibility to adjust to a wide range of both demanding and routine tasks.

The Role:

  • Write copy for and maintain the Departmental web pages, including operating on-line consultations, general updating and design and development work and responding to external queries.
  • Support policy development for core work and related areas (including on the impact of legislative changes) and carry out research.
  • Draft and update publicly available statutory guidance (including codes of practice) and other guidance material and review and revise standard documentation.
  • Support departmental accounting including raising purchase orders and authorising payments through use of the SAP financial system.
  • Maintain a statistics database in Microsoft Access (preparing statistical and management reports and undertaking or assisting with research queries). Provide backup support for other computer systems or databases in use as required.
  • Organise occasional seminars for diocesan colleagues around the country and other training and departmental events as the need arises (including responsibility for logistical and administrative arrangements).
  • Organise and service meetings and working groups as required, including preparing briefing material, distributing papers and taking minutes.
  • Undertake special projects to help improve service delivery.
  • Deal with a range of enquiries including from external stakeholders (including diocesan colleagues) and members of the public.
  • Carry out or assist with other projects/duties as they arise.

The Requirements:

Essential

Skills/Aptitudes:

  • Well-organised and methodical, including ability to set priorities within a varied and challenging workload and to work to deadlines and targets.
  • Ability to research, analyse, interpret and summarise information, prepare written reports and make recommendations (likely to be evidenced by a degree level qualification or equivalent).
  • Ability to understand and explain legal documentation.
  • Excellent and demonstrable IT skills and good knowledge of all Microsoft Office applications, including Word, Excel, PowerPoint, Access, Publisher.

Desirable

  • Experience in maintaining websites.
  • Experience of developing or maintaining a database in Access, including use of SQL and VBA.
  • Understanding of the structure and organisation of the Church of England.
