TCI is the Church of England’s response to the continuing issue of modern slavery. Following a three year start up period TCI has secured funding to continue and expand its work, both in the UK and (from 2020) internationally.

TCI recognises the link between vulnerability and modern slavery, and the need for resilient communities. Beginning with the belief that these issues need to be tackled at a community level, TCI engages with dioceses and wider faith networks, facilitating and equipping them to raise awareness of modern slavery, identify victims, and provide support and care to the survivors. The community mobilisation process, Hidden Voices, will be the predominant methodology used in this stage of the project. In addition TCI will build a base which will enable churches to routinely and confidently engage with statutory and non statutory partners around modern slavery issues, making a significant and unique contribution. Finally, an aspiration to provide care and support outside the NRM to victims will continue to be a key constituent of TCI’s work, as will a desire to prevent individuals falling into modern slavery. The development of preventative care and work with victims outside the NRM will be a key focus for the next period of TCI.

Over the coming 12-18 months TCI infrastructure will be developed to contain all aspects of work. An expanded work programme will also be delivered. This will be done with the guidance of a board comprised of anti- slavery practitioners and an advisory group of experienced diocesan project leads. The current National Network of TCI will be utilised and developed.

We are looking for an experienced individual to join our team who has been part of the anti-slavery movement, and who also has an understanding of the Church of England. This role requires an ability to set up and then maintain diocesan projects which challenge modern slavery. Parish work will also be necessary, setting up and developing the Hidden Voices community mobilisation programme, in some cases with the lead officer, so that sustainable projects are developed which conform to the national pattern.

A knowledge of Church of England safeguarding procedures is essential as is a wider understanding of the role of statutory safeguarding in the area of vulnerability.

You will be committed to working collaboratively both in a small central team, and with multiple teams within the TCI National Network. You must be committed to reflective learning and be a proactive and creative problem solver. Experience of working with volunteers within a church context is essential.

The post will require regular national travel (2-3 days per week), no more than 15 Saturdays per year and out of hours meetings. You will be required to commit to London based team meetings and to work occasionally from Church House, Westminster.

The main responsibilities are;

  • Supporting parishes and dioceses who are undertaking Hidden Voices course, including assisting with the development of community links, training and mentoring parish volunteers, developing contextualised resources, and supporting diocesan officers as requested to be calculated at 10-15 days per local project.
  • To advise on and encourage best practise in safe recruitment of parish volunteers and in safeguarding as it pertains to both volunteers and victims of modern slavery.
  • To assist the dioceses with multi agency partnership work and in particular to advise on opportunities for appropriate projects
  • To develop new resources, especially specialist packages, with the project lead, and to train church representatives (including diocesan officers) to deliver the same.
  • To assist with development of the TCI network, as requested by the Lead Officer.
  • To attend core team meetings in Church House.
  • As occasion may arise to assist with more specialised projects.
  • As this is a developing project your job description may change. You will be expected to agree to any reasonable changes to your job that are commensurate with your banding and are in line with the general nature of the job.

The ideal candidate should have;

Knowledge/Experience:

  • Strong grasp of key developments and current issues in modern slavery and the ability to relate these the Church and external stakeholders.
  • Relevant experience of working and relating to congregations within the Church, Multi Agency Modern Slavery Partnerships, statutory agencies etc.
  • Knowledge and understanding of the issues in modern slavery and of effective approaches to the development of resource provision.
  • Understanding of and experience of safeguarding matters
  • Experience of setting up and running modern slavery projects, including the ability to develop and maintain budgets
  • Experience of writing and deliver training
  • Experience of working in a pastoral context within the Church environment
  • Experience of leading and motivating a team

Skills/Aptitudes:

  • Good project management skills
  • Ability to manage competing and conflicting priorities whilst ensuring the delivery of outcomes
  • Ability to be part of and contribute to a wider team as part of a large national organisation and to work collegially with specialist and non-specialist colleagues
  • Ability to develop and sustain networks and to work in partnership with a variety of organisations
  • Ability to communicate effectively, both orally and in clear and coherent written English,
  • Ability to coach and mentor volunteer leaders in parishes
  • Understanding of volunteer support for those working with victims of modern slavery

  • Sensitivity to the range of theological positions within the Church of England and across Christian denominations and groups
